Prime Minister Narendra Modi officially dedicated India’s greenfield integrated refinery-cum-petrochemical complex at Pachpadra in the Balotra district of Rajasthan. It is a state-of-the-art facility and a new building for refinery infrastructure to boost India’s energy security and economic growth. 

The refinery is developed by Rajasthan Refinery Limited (HRRL) in collaboration with Hindustan Petroleum Corporation Limited and the Government of Rajasthan. 

The Panchpadra complex is a core pillar in strengthening the country's energy security to produce high-quality petrol and diesel. It will help the country to fight against energy vulnerabilities amid ongoing geopolitical tensions and supply chain disruptions. 

Features of the Balotra Greenfield Refinery-cum-Petrochemical Complex

The Plant is engineered to process a flexible blend of local Rajasthan crude oil along with imported variants of the oil. It gives India tactical flexibility to source crude based on global market pricing. 

The complex is supported by an 800 km cross-country pipeline network by connecting with the country's major ports such as Mundra, Palanpur, Mangla and Nachna to secure crude feedstock and water supply. 

  • It has a capacity of  9 million metric tons per annum (MMTPA) of crude oil. 
  • Petrochemical output of  2.4 MMTPA by catering directly to downstream industries ( which sell crude oil and cooking gas directly to the market or consumers). 
  • The refinery exceeded 26% of petrochemical yield benchmarks of the premier international crude. 
  • According to the Nelson Complexity Index (NCI) the complex is rated at 17.0 by placing it among the most technologically advanced and sophisticated refineries in the world.
  • The refinery is also aligned with environmental norms. It is designed on a zero liquid waste discharge principle to preserve regional water resources and reduce pollution. 
  • It is also compliant with the Bharat Stage (BS) VI principle.
  • It features greenbelt zones and dedicated solar installations which is managed under HPCL’s green energy subsidy.
  • The complex will also manufacture polypropylene, butadiene, benzene and low-density polyethylene (LLDPE). 

The Balotra refinery is projected to generate employment opportunities and boost the country's downstream industries like polymers, plastics and chemical processing.The complex also strengthens India’s aim of self-reliance (Atmanirbhar Bharat).
