First Round of US-Iran Talks: 5 Major Outcomes on Lebanon, Hormuz and Future Negotiations

The first round of U.S.-Iran talks in Switzerland established a diplomatic framework aimed at regional stability, though many core issues remain unresolved.

After an initial round of dialogue, the U.S. and Iran reached an understanding in Switzerland. Rather than establish an inventory of agreements, a plan was put in place to facilitate separate discussions. Included among the countries involved in facilitating this process of discussion were Pakistan and Qatar. The discussions were designed to create more stability in the region and provide for increased security of shipping through the Straits of Hormuz, a plan for resolving the current conflict in Lebanon, and a framework for upcoming governmental negotiations regarding Iran's nuclear program and lifting of sanctions against that government. 

While still many issues exist between the two nations, each considers that the discussions were positive and both have agreed on a timeline and methodology that will allow for the resumption of diplomatic talks with each other over the next several weeks.

  1. 60-Day Roadmap Towards a Potential Final Agreement 

The biggest outcome from the talks is that there will be efforts towards an agreement in the next 60 days. This includes a date for ongoing negotiations with the hope that technical discussions will continue over the next few weeks. Officials have stated that there are still major issues that must be worked out, such as Iran's nuclear program and how much sanction relief to give Iran, which remain subjects of negotiation not subject to agreement at this time.

  1. High-Level Committee to Oversee Future Talks 

The creation of a committee at a high level will oversee future negotiations and will assist in resolving disputes in a complex manner. Issues being negotiated include nuclear issues, sanctions, mechanisms for implementing agreements, and broader regional security issues . This indicates that both parties are working towards establishing an institutionalised dialogue process rather than relying solely on ad hoc diplomatic engagements.

  1. Lebanon Ceasefire Mechanism Takes Centre Stage 

The conflict in Lebanon was a key topic during the discussions. Mediators have decided to create a deconfliction cell to reduce the chances of escalating conflict and to support the ceasefire process. The deconfliction cell will implement measures to promote coordination between stakeholders to decrease the possibility of resuming military operations and to ensure existing agreements are being adhered to. The conflict in Lebanon is the most significant challenge for the diplomatic process overall.

  1. Hormuz Security Becomes a Shared Priority 

Those at the conference also focused on the safe and timely navigation of vessels through the Strait of Hormuz as a secondary priority. In order to reduce the chances of accidents happening to commercial vessels, both parties agreed to develop systems of communication and safety at sea to assist in this process. This is very important as any incidents in the Strait of Hormuz could impact the flow of oil through this corridor and significantly disrupt the supply of oil worldwide.

  1. Nuclear and Sanctions Issues Remain Unresolved 

Although there was much useful progress made in Switzerland, most contentious issues were deferred until future negotiations. The unresolved issues include nuclear; what type of sanction relief would Iran receive, verification procedures and timeframes for implementing agreements. Thus, the negotiations that took place in Switzerland are the beginning of, not the end of, the diplomatic process between the two countries.

Future Negotiations

Over the next couple of weeks, it will be seen if there can be enough momentum from Switzerland to produce actual concrete progress. Technical teams will continue discussions with assistance from the new oversight committee, and the mediators from Pakistan and Qatar will also be assisting with the facilitation of discussions between both sides.

Currently, Round 1 was established to create a framework for future negotiations, assist with processes for Lebanon and Hormuz issues, and has created a 60-day period where both sides will try to negotiate a larger agreement. It cannot be determined yet if the two sides will reach a lasting agreement.
