The government of Canada is looking to re-examine immigration consultant laws to protect international students and applicants. The changes, which take effect July 15, 2026. The changes are targeted at the College of Immigration and Citizenship Consultants (CICC) where it is hoped it will be more effectively supervised and held accountable.
What are the changes in Canada Immigration Consultant Regulations?
The reforms give rise to the authority of the CICC including increased punishments for misconduct, speedy investigations of complaints, and enhanced discipline process.
A new compensation fund to pay financial losses resulting from fraud, theft or misrepresentation by a licensed consultant (RCIC and RISIA) subject to formal complaint and resolution, before July 15, 2026, from November 23, 2021, will be launched.
How will Student Protection Boost?
Starting in April 2027, detailed profiles will be available on the CICC Public Register that include ownership data, compliance history and disciplinary history, all of which will be easily verifiable.
Oversight to be strengthened, including the possibility of appointing an administrator by the Immigration Minister, if the CICC board fails in its duties.
