8th Pay Commission Latest Updates: In India, the Central Government constitutes a Pay Commission every ten years to review and revise the salary structure, benefits, and pensions of its workforce. As the 7th Pay Commission’s tenure ends in 2026, anticipation for the 8th Pay Commission is reaching a fever pitch.
The 8th Pay Commission (CPC) is currently in a consultation phase. Though it was established in November, 2025. The commission is presently engaging with stakeholder unions, financial experts, and administrative bodies.
The core focus remains on determining a fair fitment factor, addressing the minimum wage gap, and finalizing the structure of the Unified Pension Scheme (UPS).
8th Pay Commission Fitment Factor
The fitment factor is the multiplier used to determine the new basic pay from the old one under the 7th CPC, this factor was set at 2.57. For the 8th CPC it is considered a higher level to account for the erosion of purchasing power.
Feature | 7th CPC (Current) | 8th CPC (Union Proposals) |
| Fitment Factor | 2.57 | 2.86 to 3.68 |
| Minimum Basic Pay | ₹18,000 | ₹21,000 to ₹26,000 |
| Maximum Basic Pay | ₹2,50,000 | ₹3,25,000+ |
Note: A higher fitment factor does not just increase the base salary but it has a cascading effect on Dearness Allowance (DA), House Rent Allowance (HRA), and other perks.
8th Pay Commission Salary Hike: What to Expect?
If the government accepts a fitment factor between 2.86 and 3.68, employees could see a salary increament by ranging from 20% to 35%.
-
Entry Level: The current minimum pay of ₹18,000 is expected to rise to at least ₹21,000–₹26,000.
-
Apex Level: Salaries for top-tier officials or Secretary level could see a jump from the current ₹2,50,000 to over ₹3,25,000.
8th Pay Commission Pension Reforms: UPS vs. OPS
According to the governmnet the 8th pay commsion will be introduced with thr Old Penasion System. One of the most contentious issues is the shift from the National Pension Systems (NPS) such as UPS and OPS. the Unified Pension Scheme (UPS) the government of India recently introduced the UPS, which guarantees a pension of 50% of the average basic pay for the last 12 months of service.
Despite Union Demands despite the UPS, many unions continue to demand a return to the Old Pension Scheme (OPS), citing its non-contributory nature and guaranteed inflation-linked hikes (DR). The 8th Pay Commission is expected to evaluate the sustainability of both models.
The New Pay Matrix
The Pay Matrix introduced in the 7th CPC replaced the Old pay bands and grade pay system. The 8th CPC is expected to simplify this further. It aims to remove anomalies and fix the stagnation issues where employees in different grades end up with similar salaries after several years.
To bringing transparency provides a clear roadmap for career progression and financial increments. Annual increments to maintain the standard 3% annual increment but on a higher base salary.
When will the 8th Pay Commission be implemented?
Historically, Pay Commissions take about 18–24 months to submit their final report. The formation is expected mid 2026 or late 2025. The government has acknowledged receipt of various representations, no official announcement has been made regarding the formal appointment of the 8th CPC chairman or members.
The 8th Pay Commission is not just about a salary hike to address the evolving economic landscape of India for central government employees. The focus remains on a fair fitment factor and secure pension reforms.
